MDI and Melkior evaluated the results and effects of the enhanced employment operations in Southwest Finland in relation to the investment used in the service. The most important question in the evaluation was whether the purchasing service, together with the TE Office's own work, has made employment operations more efficient.
The Centre for Economic Development, Transport and the Environment of Southwest Finland and the TE Office decided to try additional resourcing of public employment operations with the help of a purchasing service, in which the TE Office's employment operations acquired from an external service provider have operated alongside the employment operations. In recent years, there has been a strong positive structural change in Southwest Finland, especially in the marine and car industries, both of which have been strongly reflected in the region's labour market and demand for manpower. The aim here has been to increase the efficiency of employment operations.
The study examined how the service has improved the job placement of those jobseekers referred to the service; what has been the added value of the operating model compared to the ‘normal’ operating model of the employment operations of the TE Office and what are the key results, impacts etc., of the service and the lessons for the future.
