Structuring the Data Content and Conclusions of the Wellbeing Report

The aim of the work commissioned by the City of Tampere was to produce a new, concise and visual Wellbeing Report, with a focus on the state of wellbeing and its changes among Tampere residents. Simultaneously, the goal was to integrate the narrative sections of separate plans into one unified Wellbeing Report thus reducing the number of standalone plans. The Wellbeing Report will describe how Tampere residents are faring and how wellbeing has evolved during the council term. The purpose was to organise the data content by age groups and form a clear and structured data foundation on the wellbeing of Tampere residents for the period 2021–2025, analyse changes and draw conclusions.

The Wellbeing Report will serve as the basis for the upcoming 2026–2029 Wellbeing Plan, the priorities for which will be defined through age segments (children, youth, adults, seniors) and regional analysis. The new Wellbeing Report will incorporate narrative sections from separate plans, including: the Children and Youth Wellbeing Plan, the Elderly Wellbeing Plan, the Integration Programme, the Equality and Non-Discrimination Plan, Participation in Personal Life and Community (from the Participation and Community Plan), and the Preventive Substance Abuse Plan.

The work included structuring and compiling the data foundation, undertaking analyses and facilitating data workshops aligned with the lifecycle model. The data was collected from multiple sources and reviewed with the client to ensure comprehensiveness and usability. The aim here was to ensure the resulting report meets the city’s decision-making needs and provides a comprehensive picture of Tampere residents’ wellbeing. The structuring of data content aligned with the city’s Power BI platform, considering its structure, capabilities and limitations in presenting the Wellbeing Report. National indicator sources, current city wellbeing data, regional datasets, plan-specific indicators, the “Hyte coefficient,” and other agreed-upon data were utilised.

Data was carefully analysed through data workshops with an expert group composed of city specialists. Conclusions were drawn on the key themes and indicators describing residents’ wellbeing, including their methods of presentation in the report.

A structured data content framework was created which is aligned with the lifecycle model and the derived conclusions. After the workshops a concise final report was prepared, including age-segment-specific summaries and a compilation of key conclusions. The Wellbeing Report results were delivered in a file format compatible with integration into the Power BI platform.
