Mapping of actions supporting the scaling of sustainability solutions in cities and municipalities

The goal of this work was to find out both domestically and internationally developed practices for the scaling of sustainability solutions in cities and municipalities. Among the types of scaling, emphasis was placed on support measures that promote scaling from one organization to another, and less attention was paid to support measures that promote internal consolidation within the organization.

The goal was to increase understanding of what kind of scaling support measures could be most effective in Finnish conditions, what challenges and opportunities are associated with scaling good practices from the municipalities’ point of view, and what would help municipalities adopt good practices. The recommended support measures must be suitable for the wider introduction of good practices of ecologically and socially sustainable urban development, but they can also be mapped from other industries or other topics.

In addition, the work answered these questions: which are the most nationally and internationally effective scaling tools, operating models and procedures, as well as how they could be utilized in national development work, and which would be the most nationally effective measures to promote scaling.
