Update of the service network assessment on basic education and early childhood education

The growth and development of the city of Ylöjärvi is guided by the goals set in the updated city strategy, according to which Ylöjärvi builds vitality, e.g. with strong growth, high-quality services and a strong municipal economy. In addition to the work on updating the strategy, Ylöjärvi has also started drafting a growth programme which specifies the growth goals and measures to achieve them. The updated growth targets in the strategy and programme work and the 2022 population development scenario reviews prepared for the city of Ylöjärvi create the need to update the early childhood education and basic education service network report prepared in 2021.

The first goal of the update of the service network survey is to present a population and age structure forecast of changes in the service needs of early childhood education and basic education across the various neighbourhoods of Ylöjärvi in ​​the years 2023-2040, primarily taking into account the effect of changes in the number of residents on future service provision planning. The second goal is to present an estimate of the need for renovation and new construction of kindergartens and schools, based on the aforementioned forecast in respect of changes in the service needs of early childhood education and basic education, as well as an estimate of which units could be considered to be combined, differentiated, closed or downsized. This review takes into account support services, especially food supply and property maintenance, as well as other services organised in connection with schools and kindergartens. The aim of the report is to present an estimate of the financial effects of the changes with the basis of calculation in relation to the first and second goal, as well as an estimate of other possible effects.
