Front page Up-to-date evaluation of national land use objectives Up-to-date evaluation of national land use objectives Date: 1.8. –31.12.2024 Evaluations The purpose of the report is to assess whether the national land use objectives (VAT in finnish) are up-to-date and thus to identify possible revision requirements in a changing operating environment. This process will then help to lay the groundwork for a possible revision of the VATs. VATs are part of the land use planning system. Their task is to promote and ensure the realisation of national needs in planning and in the activities of state authorities. They harmonise the national needs related to land use in different sectors and promote the implementation of international agreements and EU regulations. The current VAT decision of the Government, from 2017, replaced the previous decisions of 2000 and 2007. Current VATs are narrower and more general than previously. According to the report and stakeholder survey conducted in 2022, VATs are perceived as necessary and mostly functional, but the changing operating environment requires their re-evaluation, especially in terms of curbing climate change, combating nature loss as well as addressing issues in relation to the transport network, energy supply and the security of that supply. The report assesses the following: The needs related to the use of areas of the various sectors of the state administration and their changes, since 2017. How well do the current VATs meet current and future national needs. The need to concretise and coordinate goals in order to reduce interpretation disagreements and improve effectiveness. Monitoring the relevance and functionality of the goals in cooperation with different ministries and stakeholders. The purpose of the work is also to increase the awareness of the various administrative branches about the goals and their implementation and to create the capability to engage in continuous and systematic monitoring of the relevance of the goals and preparation as a collaboration between the administrative branches. The evaluation takes into account the framework set by the law regarding which issues goals can be proposed. In the evaluation, attention is also paid to the perspective of the implementation and effectiveness of the goals, as well as to the need to better coordinate the goals.
