Preparation of the business and industry policy programme of the city of Oulu

The purpose of the work was to support the city of Oulu in its preparation of the 2025-2030 economic policy action programme which is necessitated by the changes taking place in the operating environment and organisation, such as, increasing immigration levels, security and security of supply issues and the rise of artificial intelligence in various industries. The work began with an assessment of Oulu’s current economic political programme. This produced information about the programme’s results, effects and levels of goal attainment, as well as useful lessons pertaining to the preparation of a new programme. Following this, MDI prepared and supported the preparation of a new economic policy programme in a multi-stage cooperation process with the actors of the city of Oulu. In the process, e.g. several workshops were used to collect information and to form a common vision of the new programme.
