New instruments for municipal climate and circular economy

Municipalities have a critical role to play in climate and circular economy work. Municipal tools include, for example, urban planning and construction, education, business policy, public procurement and corporate governance. The municipalities also provide opportunities for participation and bring local actors together through communication and co-creation. As well as outlining the goals of the circular economy, the study also identified new instruments that could add value to the promotion of both national climate policy and circular economy objectives as well as to the climate and circular economy actions of cities and municipalities. Interviews and a series of workshops were carried out. The workshops were organised in groups for large Finnish city regions, medium-sized provincial centres, small towns and rural municipalities. The workshops focused, in particular, on promoting new potential policy instruments.
