External evaluation of the ‘Liikkuva aikuinen’ programme

The national ‘Liikkuva aikuinen’ programme aims to promote physical activity among the working-age population and to strengthen the structures, practices and attitudes that support an active lifestyle in society. The goal is for an increasing number of working-age people to make choices in their daily lives that increase physical activity. The Liikkuva aikuinen programme is implemented at JAMK University of Applied Sciences.

The external evaluation of the Liikkuva aikuinen programme, carried out by MDI, examined the development, effectiveness and impacts of the programme during the period 2020–2025. The evaluation assessed how the programme’s strategic choices, operating model, resources and changes in the operating environment supported the achievement of national objectives and the overall effectiveness of the programme. It also evaluated how Liikkuva aikuinen advanced the national development of its two main lines of activity — physical activity counselling and the Active Working Life initiative. The evaluation produced conclusions and development recommendations to strengthen the programme and its impact assessment.
