Evaluation of Tampere’s housing and land policy guidelines 2018-2021

MDI prepared an overall picture from the perspective of the city of Tampere and analysed the effectiveness of Tampere’s housing and land policy guidelines 2018-2021. The work focused on the role of housing policy, took into account the implementation of housing policy objectives through the lens of land policy. The impact assessment provided information on the effectiveness of the current policies for making Tampere’s housing and land use policy more effective than before while also analysing whether housing and land use policy has sought to influence the right issues from the perspective of the city’s strategy goals. MDI also formed a knowledge base for updating the housing and land use policy guidelines which started during the spring of 2021. The work consisted of a statistical review, a documentary analysis and interviews with key actors.
