Report on housing for special groups funded by RAY and STEA grants

MDI examined the effectiveness of STEA’s investment grants in special groups. The aim of the study was to provide an overview of the field of operation in respect of state-supported housing identifying the interfaces in terms of its financing.The study provided information on the Finnish field of operation related to housing for special groups. The purpose of the study was to provide information on the needs of and starting points for financing the housing of special groups based on organisations. In addition, MDI examined the future options for financing the housing of special groups provided by social and health organisations in a situation where STEA would not assist in the acquisition of housing.The study used the RAY / STEA database and other documentary material, expert interviews, organisational surveys, case studies and workshops.The report included a description of the field of operation; this includes information on special groups, operators acquiring and constructing housing for them, service providers related to housing for special groups and legislation related to housing for special groups. The results of the study will be used in the allocation of state subsidies to social and health organisations.
