Study on the housing and institutional situation of people with learning disabilities

The aim of the study was to survey the housing and institutional situation of people with learning disabilities, as well as the implementation of individual housing and equality policies in the housing of people with such disabilities both today and in the future. In the study, material was obtained from municipalities, organisations, wellbeing services counties (which will begin work in 2023) and special care districts, as well as private developers and service providers. Situational information on the housing of people with learning disabilities was evaluated in relation to the guidelines of the UN Convention on the Rights of Persons with Disabilities and the reformed Disability Services Act. The report mapped out what kinds of development needs there are in Finland in the implementation of housing and housing services for people with such disabilities. After mapping these development needs, development proposals were drawn up for the government, municipalities and welfare areas to enable them to better respond to the situation.
