Front page Monitoring and effectiveness study of the strategy of the Council of Oulu Region Monitoring and effectiveness study of the strategy of the Council of Oulu Region Date: 20.12.2023 –8.4.2024 Evaluations MDI implemented a monitoring and effectiveness study of the Council of Oulu Region’s strategy 2020-2024. The study produced concrete information on, and an overall picture of, the effectiveness of the strategy and collected views to support future strategy work. In the study, the views of various stakeholders and a large number of council personnel were collected. The perspectives used were, for example, the effectiveness of the strategy, awareness of the council’s operations as well as goal attainment in respect of the stated strategic priorities and, ultimately, the success of the measures. The work stages of the research were based around document analysis, interviews, a survey and participatory workshops for stakeholders and personnel. Keywords: Provinces Strategy
