Front page Mid-term evaluation of the Blue Economy Mikkeli programme Mid-term evaluation of the Blue Economy Mikkeli programme Date: 29.12.2025 –12.2.2026 Evaluations The Blue Economy Mikkeli Competence Centre (BEM) is one of the strategic development programmes funded by the City of Mikkeli, regional actors and the EU. It is implemented through various projects carried out within the innovation ecosystem agreement between the City of Mikkeli and the Finnish Government for the years 2021–2027. MDI conducted a mid-term evaluation of the BEM Competence Centre. The aim of the evaluation was to provide an overall picture of the progress and impact of the BEM development programme in relation to its objectives, to identify effective and influential practices, and to examine bottlenecks and key challenges. In addition, the assessment reviewed the added value and relevance of the programme for stakeholders, as well as the development opportunities and needs for the coming years.
