Master Plan for Tourism and Events in Helsinki

The project involved creating a comprehensive Master Plan for tourism and events in Helsinki. It serves as a strategic plan to assess and develop future needs in the tourism and event sectors. The plan addressed various aspects, including improving major event venues, conference facilities and infrastructure; meeting investor needs; managing visitor pressure; identifying new hotel capacity requirements; enhancing the accessibility and amenities of natural attractions; solving transportation challenges; and evaluating the development needs of maritime Helsinki.

The project was carried out in stages and included the following key tasks:

1. Assessment of Current Land Use – Analysing Helsinki’s general and detailed zoning plans from the perspective of tourism and events, as well as identifying necessary zoning changes.

2. Stakeholder Needs Assessment – Interviewing key stakeholders, including city officials, tourism companies and investors, to gather insights into their land use development needs.

3. Future Vision – Developing a vision extending up to 2035, based on an analysis of trends and scenarios in tourism and events.

4. Master Plan Development – Combining the assessment of current land use, stakeholder needs, and the future vision into a comprehensive plan. This included a strategic map presentation and proposed actions.

The project was implemented as an interactive process, with a strong focus on engaging stakeholders and addressing their needs. The project began in October 2024 and was completed in March 2025.
