Labour force and skills needs forecasting model for the administrative sector of the Ministry of Employment and the Economy

MDI, in cooperation with Nordic Healthcare Group Oy, carried out a study commissioned by the Ministry of Employment and the Economy, the aim of which is to support the labour force’s skill needs forecasting activities in the ministry’s administrative sector. The work produced an overall picture of the labour force and skills needs forecasting process carried out by the Ministry and TE administration at different levels and, based on the overall picture, in cooperation with four regional actors and the ministry, a draft forecasting operating model is developed which supports the forecasting of labour force and skills needs and the development of the employment management service system by leading with information. Key experts were interviewed. In the interviews, the current situation of anticipating labour force skill needs in the administrative sector of the Ministry were reviewed, in particular, what kinds of development needs does the administrative sector have in relation to forecasting and what should be taken into account in the working model draft. The development of the model was carried out in the social welfare and healthcare sector and especially in services for the elderly. However, the goal is that the model will also be applicable more generically across different fields.
