Implementation of the wellbeing services county decision-maker survey

At the end of 2025, MDI conducted a survey for Keva targeting members of regional councils in Finland, members of the joint executive board of HUS, and senior officials of the wellbeing services counties and the HUS Group. The survey examined the views of political decision-makers and senior officials in the wellbeing services counties on the adequacy of their workforce, upcoming staff redundancies and temporary lay-offs, the outsourcing of services, and investments in occupational well-being and work ability. The survey was carried out as an online survey using personal email invitations.

MDI analysed and reported on the survey results and, in the report, compared the findings in selected parts with Keva’s surveys from 2024 and 2020–2022. The same questions included in the Wellbeing Services County Decision-Maker Survey were also asked of members of municipal councils and senior officials in mainland Finnish municipalities as part of the Municipal Decision-Maker Survey carried out by MDI in cooperation with Keva and the Association of Finnish Local and Regional Authorities in autumn 2025. Based on the results of that survey, the report also compared the responses of wellbeing services county decision-makers with those of municipal decision-makers.
