External evaluation of the Get Finland Moving programme

Finns are insufficiently physically active, and the consequences are reflected in individuals’ health and functional capacity as well as more broadly in the national economy and the sustainability of the welfare state. Promoting physical activity is by nature a cross-sectoral task, as people’s everyday lives are shaped by different administrative sectors and various structures of society. To address this challenge, Prime Minister Orpo’s government launched the whole-of-government Get Finland Moving programme in 2024, with the aim of reversing the decline in physical activity and increasing activity levels across all age groups.

MDI is carrying out the evaluation of the Get Finland Moving programme in 2026–2027 in collaboration with North Sport Consulting. The aim of the evaluation is to provide a comprehensive and reliable picture of the implementation, results and impacts of the Get Finland Moving programme, and to offer the client actionable conclusions and development recommendations to support the cross-sectoral promotion of physical activity.

The evaluation does not aim merely to describe what has been implemented, but rather to produce well-founded conclusions and practical development recommendations to support the continued development of the programme, future planning, and the strengthening of learning and impact assessment.
