Expert Services for the Organisation of Regional Economic Development, Employment and Business Services

MDI carried out a study for the City of Riihimäki on the organisation of regional economic development, employment and business services, together with Muddy River Oy as a subcontracting partner. The aim of the assignment was to build an overall picture of the organisations, structures, resources and core processes of the municipalities of Riihimäki, Janakkala, Hausjärvi and Loppi, and to identify overlaps and synergies in service provision.

The work examined current operating models related to vitality, economic development policy, employment services and business services, and assessed how these services could be organised in a more purposeful, effective and cost-efficient manner.

The project consisted of the following phases: refining the scope and work process together with the client, describing the organisational structures and service models of the four municipalities, analysing overlaps and resources, preparing alternative organisational scenarios, and reporting the results. The study drew on document analysis, expert interviews, process and matrix analyses, and workshop-based scenario work. The final output was a report and a set of development proposals that strengthened the knowledge base for decision-making in the four municipalities and presented alternatives for organising regional services in a more effective and cost-efficient way.
