Expert service for measuring the qualitative effects of employment services and developing metrics

The goal of the JALAVA project implemented by Central Finland’s ELY Centre is to develop result- and impact-based employment services and procurement, to manage employment services with information and to strengthen customer involvement. The Jalava project aims to provide more effective services, especially for jobseeker clients in a weaker labour market position. The report carried out by MDI supports the implementation of the project by providing insight into, the selection of qualitative measures utilised by the employment services and the development of measurement methods as well as providing information on the piloting of the measures and methods to be implemented. Qualitative measures are evaluated and further developed in the work. In addition, MDI produces the JALAVA project’s effectiveness evaluation model to support the implementation of the project.
