Front page Ex ante evaluation of The CAP Strategic Plan for Finland Ex ante evaluation of The CAP Strategic Plan for Finland Date: 7.10.2019 –28.2.2022 Evaluations MDI led a consortium (MDI Public Oy and Spatia), which carried out the ex ante evaluation of the CAP Strategic Plan 2023–2027 for Finland and the Strategic Environmental Assessment (Gaia Consulting). The ex-ante evaluation aimed at improving the planning, content, functioning, efficiency and effectiveness of the CAP Strategic Plan. It is also provided concrete solutions and analyses for the managing national authorities. The ex-ante evaluation was conducted in a developing and sparring manner, focusing on recommendations for and sparring of the preparatory work. The evaluation process focused on the analysis of the CAP Strategic Plan document, interviews, a stakeholder survey, focus group discussions, as well as document and indicator analysis.
