Evaluation of the audiovisual production incentive for the years 2020–2025

The audiovisual production incentive has become a central element of Finnish industrial policy aimed at strengthening the competitiveness of the creative industries and attracting international productions to Finland. Its objectives are to increase the number of international and domestic audiovisual productions locating in Finland, to strengthen the business activities and expertise of companies in the sector, and to promote employment, internationalisation and the growth of domestic value creation.

MDI is carrying out an evaluation of the audiovisual production incentive covering the years 2020–2025. The aim of the work is to assess the effectiveness, efficiency and appropriateness of the audiovisual production incentive as a business support instrument and its role within the broader public support environment. The evaluation focuses in particular on the direct impacts of the incentive on the growth, internationalisation and production activities of Finnish AV sector companies during the period 2020–2025. In addition, the aim is to produce an overall picture of the significance of the incentive for the sector and the functioning of its administration, and to present conclusions and development needs for future action. The evaluation is carried out in collaboration with Melkior Oy and Menon Economics. The client is the Ministry of Economic Affairs and Employment.
