Evaluation of REACT-EU-funding in Finland

MDI evaluated the use of REACT-EU additional funding from the point of view of its effectiveness, efficiency and effects. In Finland, REACT-EU funding supported SMEs, especially in the industries most affected by the pandemic, especially from the perspective of digitalization and the green economy. Funds have also been channeled into R&D activities, digital expertise and the development of companies’ and their personnel’s ability to change. The evaluation mandate also covered the evaluation of the promotion of the thematic goals of the funding. In addition, the work evaluated the effects of funding on inclusion and equality, including gender equality. The work consisted of a specific goal-specific analysis and an analysis of thematic goals. Document and indicator analysis, survey and interviews were carried out as part of the work.
