Evaluation of Northern Finland Regional Programmes (Kainuu, Central Ostrobothnia, Lapland and Northern Ostrobothnia)

MDI evaluated the Provincial Programmes of Northern Finland in a joint assessment during the summer and autumn of 2016. The evaluation focused on the impact of the provincial programmes, the success of the preparation process, the sharpness of the choices and the main results of the provincial programmes. In addition, the assessment focused on how the provincial programme work promoted cooperation within and between the provinces and on whether the regional programme work has strengthened these regions ability to cope with change (resilience). In addition, low carbon and climate responsibility issues represented a particular theme in the evaluation. The evaluation also sought to develop suggestions in relation to the preparation process for the new regional government as a result of the prospective social and health services reform.
