Evaluation of EIB support to EU municipalities

MDI contributes to the evaluation of the European Investment Bank’s support to EU municipalities as part of an international evaluation team. The evaluation examines, from the municipal client perspective, the extent to which EIB financing and advisory support responds to municipal needs, improves and diversifies access to finance, and strengthens municipalities’ capacity to plan, prepare and implement investments.

MDI is responsible for the Finnish country and client-level case study work. The assignment includes validating and complementing the existing analysis of the Finnish municipal system with national expertise, identifying relevant contextual and institutional factors, contributing additional stakeholder perspectives, and conducting interviews and case studies with selected Finnish municipal clients.

The evaluation applies a realist, theory-based approach to understand what works, for whom, in which contexts and why, linking interventions, contextual factors, mechanisms and outcomes.
