Economic Vision for Tampere City Centre

The objective of the work was to establish the key elements and themes of the vision, which serve as a foundation for engaging various stakeholders in the development of Tampere city center.

The first phase of the economic vision process took place in the spring of 2024, consisting of preparatory work and an initial workshop in June 2024. The economic vision work considered both the operating conditions for businesses and the customer perspective of city centre service users.

The goal of the economic vision is that by 2040, Tampere city centre will offer a wide range of attractive commercial and non-commercial destinations for local residents, people living in nearby municipalities, and tourists alike. By 2040, the city centre will be a significant employment hub, providing approximately 55,000 jobs across multiple industries.

The second phase of the Tampere city centre economic vision process involved scenario development, which was carried out through a series of scenario workshops in the autumn of 2024. MDI partnered with Eeva Vilkkumaa in the scenario-building process. The workshops engaged various city centre user groups, including businesses, the Chamber of Commerce, organisations, and other key stakeholders identified in collaboration with the client.

Based on the outcomes of the scenario workshops, the needs of different stakeholders were clarified and integrated into the vision work. Additionally, objectives for the economic vision of the city centre were defined based on these needs. The necessary actions required to achieve the identified objectives were also determined. The workshops resulted in shared insights into what different stakeholders must do to realise the vision. The workshops were conducted in September and October 2024.

In the third phase, at the beginning of 2025, MDI consolidated the vision in collaboration with the city’s core stakeholders. This phase also included the collection of up-to-date data and in-depth interviews. The final vision was completed in March 2025.
