4th Road Map for Urban Policy

MDI proposed to the metropolitan area its own metropolis agreement which was built on the land use, housing and transport agreement (MAL). The agreement is wider in terms of themes and includes education, research and innovation policies, all of which are essential for growth. The main railway line needs a third track between Helsinki and Tampere, and a high-speed train connection to the airport. Internal links within the metropolis area should be intensified, introducing also a congestion charging system that limits the disadvantages of traffic. The city centre of Helsinki must be expanded and the other centres of the metropolis should be intensified. The city’s attractiveness to foreign experts and students would be improved by making English an official language for the city of Helsinki. In addition to the language issue, the funding for key top Finnish universities must be secured.
