The study is designed to produce a comprehensive view of changes affecting the operating environment of contract fire brigades, identifying critical operating conditions etc., and produces three scenarios up to 2035. The study describes the current state of the contract fire service and the operating environment and changes in the light of regional and demographic development based on documentary and statistical analyses. Three case studies are conducted in different operating environments. Interviews with key experts in rescue services were held and stakeholder workshops were used to create the scenarios. Juha Heikkala Consulting, which specialises in associational activities, is also involved in the work as a subcontractor. The work undertaken clarified the basic models for the multi-functional development of station areas, as well as providing recommendations for their development and financing.
