The current model of goal setting is divided into three steps. In the future, there will be a two-step steering and planning model that is made for both ELYs and AVIs for the reign of the government. MDI, in cooperation with Tempo Economics Ltd, helped the Ministry of Finance, AVIs and ELYs to prepare a common strategy document. The work was due in March 2015. Keywords: Governance
