Background Study for Local Government Reform

The operational environment of municipalities will meet major changes due to the structural reform in social and health care services as well as in the establishing new counties. Municipalities’ tasks, operations, financing and role in the public administration altogether will change substantially. An online questionnaire will be sent to all municipalities in Finland. Additionally six focus groups in different regions will be arranged to analyse the themes during the summer. The report will be completed by the end of August. The Ministry of Finance has commissioned the work. MDI’s background report supports the local government reform in Finland.
