Evaluation of pre-arrival training for the health and social services sector

The study evaluated ELY-funded pre-arrrival programmes for social and health care professionals during the 2022–2025 contract period. The aim of this ELY-funded service was to recruit professionals in the social and health care sectors from the EU and EEA areas to Finland. The evaluation examined the implementation and impact of this pre-arrival training. Particular emphasis was placed on the effectiveness of the programme (workforce needs, acquired language and professional skills, supporting services for settlement), and on ensuring overall cost-efficiency. A further objective was to determine whether it is justified for the state to continue funding and organising pre-arrival training programmes, or whether a similar service could be provided on a market-driven basis.
