Study on the combined effects of changes to housing subsidies and social security

During the government term 2023–2027, a wide range of changes to housing and social security have been implemented which simultaneously reduce support levels, tighten eligibility conditions and alter the structure of support systems. The changes affect, in particular, low-income population groups, such as the unemployed, students and other households dependent on housing allowances. The changes to social security and their impacts have been assessed in several separate reviews, but the combined effects of changes to the housing support system and the state-supported housing stock have not previously been examined as a whole.

The study addressed this knowledge gap by examining the combined effects of changes to housing subsidies, social security and the state-supported housing stock at both the population and regional levels. The study analysed how the changes affect different population groups and urban areas, what impacts they have on housing opportunities and segregation trends, and what long-term housing policy implications these developments may entail.
