Study on the Impacts of Public Subsidies on Film Productions

The Finnish Film Foundation’s mission is to support and promote the Finnish film industry. The Foundation grants funding for the professional production of films as well as for their exhibition and distribution across various channels. It also plays a central role in the cultural export of Finnish films and provides support for international film activities. The Finnish Film Foundation is an independent organization operating under the guidance of the Department for Cultural Policy of the Ministry of Education and Culture.

During 2025 and 2026, MDI will conduct a study aimed at examining the effectiveness and impacts of the financial support allocated through the Finnish Film Foundation to domestic film production and independent television production. The study will also provide a more detailed overview of the economic situation and overall landscape of the film industry in Finland. The assessment will focus on the effects of public funding granted by the Finnish Film Foundation on individual recipients, namely production companies. A particular emphasis will be placed on the internationalisation of these companies and the generation of income from their international activities. Since the objective of the funding system is to promote high-quality, diverse, and original Finnish film production carried out professionally, the study will also assess the broader impact of the support on the development of the film production sector as a whole. The study is carried out on behalf of the Finnish Film Foundation and the Ministry of Education and Culture.
