Report on the effects of the temporary increase in apprenticeship training compensation in 2022–2024

MDI is carrying out a study for the Ministry of Education and Culture on the impacts of the temporary increase in apprenticeship training compensation during the period 2022–2024. The study focuses on assessing how the increased compensation has influenced young people under the age of 20 without an upper secondary qualification to enter apprenticeships, as well as its effects on training implementation and employment outcomes.

The work analyses the development of training compensation across different employer groups and examines differences between student profiles, fields of education, and gender. Extensive statistical data (e.g. Vipunen, eHOKS, Finnish National Agency for Education cost data) is used and complemented by a survey and 15–20 thematic interviews with training providers and employers.

The study is carried out in close cooperation with the Ministry’s steering group and combines quantitative and qualitative analyses into an overall assessment of the impacts of the increased compensation. The final report and presentation materials will compile the key findings, conclusions, and potential development recommendations to support decision-making and future planning.
