Mid-term Evaluation of the Helmi programme

The main goal of the Helmi programme is to strengthen Finland’s biodiversity and improve the condition of habitats by protecting, managing, and restoring them. MDI was conducting a mid-term evaluation of the Helmi Programme, that is jointly commissioned by the Ministry of the Environment and the Ministry of Agriculture and Forestry.

The assignment included the evaluation of the functionality and efficiency of the programme’s implementation, the realisation of its measures, preliminary results and impacts, as well as of the overall functionality and added value of the programme.

The mid-term evaluation relied on qualitative data and methods, such as data analysis, interview studies and surveys, as well as meetings and workshops. The final conclusions and development suggestions were based on a comprehensive analysis of information gathered from different perspectives and using various methods.

The biodiversity specialist for the project was Ritva Kemppainen, a nature specialist from FCG’s environmental team.
