KAPA – The Urban Services Survey

The Urban Services Survey was conducted for the eleventh time since 1983. The current questionnaire still includes some of the same questions used from the beginning of the study, allowing for the tracking of changes in opinions. Data collection took place in six cities during October–November 2024.

Respondents were generally most satisfied with the quality of drinking water, library services, and fitness trails and outdoor routes. In Espoo and Lahti, nature and hiking trails were also among the most highly rated aspects, while in Helsinki, museums and art exhibitions stood out. In Kemi and Oulu, upper secondary schools received high ratings, and in Vantaa, recycling activities were among the best-rated services.

Respondents were generally least satisfied with the availability of detached house plots, the actions of municipal elected officials, the maintenance of streets and roads, and opportunities for citizen participation in decision-making.
