The situation is particularly difficult in South Ostrobothnia, where the ratio of available labour to open jobs is the lowest in the country. MDI assisted the South Ostrobothnia ELY Centre by compiling an immigration overview and coaching the development of a regional ecosystem. The overview provided an in-depth analysis of immigration and of the structure, trends, and forecasts in respect of foreign nationals for the coming years. Based on the overview, scenarios can be developed to determine the level of net immigration required to replace the retiring workforce. From this foundation, MDI coached the ELY Centre and other regional stakeholders in building the employment and immigration ecosystem and its services.
