A training programme aimed at individuals serving as chairpersons for municipal councils and boards (referred to as the KPJ training programme) has been in place for over a decade. At the beginning of 2023, the target group for the training programme expanded to include the wellbeing regions. MDI conducted a developmental evaluation of the KPJ training programme, commissioned by Kuntaliitto. During the evaluation, an analysis of feedback from previous training groups was carried out in the form of a desk study, new information was gathered through a survey and a set of interviews dealing with the long-term effects of the training, both from chairpersons who participated in the training and from those municipalities that actively sent chairpersons to the training. At the end of the process, a workshop was held with Kuntaliitto and experts responsible for the training’s implementation, where suggestions for the development of training content and methods were refined based on the findings and conclusions of the evaluation.
