Impact-driven leadership through anticipatory governance: A digitally implemented workshop for the executive group, based on strategy materials of the Finnish Association of Local Authorities, exploring the current state of the affairs of impact-driven and systems-based thinking and practice in their strategy work. The objectives of the workshop included stopping to think about the boundary conditions of effective phenomenon-based and impact-driven management and in particular the possibilities of a new operating model; identifying roles and measures by which the executive group can strengthen enablers and reduce barriers for impact-driven work in their daily work and networks; as well as reminding the executives of what an effective phenomenon-based leadership is based on.
