MDI proposes to the metropolitan area its own metropolis agreement, which is built on the current Land Use, Housing and Transport agreement. The agreement is wider in terms of themes and includes the education, research and innovation policies that are essential for growth. The main railway connection between Helsinki and Tampere needs a third track as well as a high-speed train connection to the airport. Internal links within the metropolis area should be intensified, introducing also a congestion charging system that limits the disadvantages of traffic. The city centre of Helsinki must be expanded and the other centres in the metropolis should also be intensified. The region’s attractiveness to foreign experts and students is improved by making English an official language. In addition to the language issue, funding for key top Finnish universities must balso e secured.
