The scenarios for the Regional council of Uusimaa were prepared with the management team of the regional council. At least four different scenarios were identified at an early stage. The task was to work with the management team to develop ideas for possible scenarios and then to build these scenarios for the future of the Regional Council of Uusimaa. The management team of the Regional Council participated in the sparring process. No external persons were invited to the sparring, but MDI acquired and filtered the most up-to-date information from the regional government, health and social services reform for the use of the management team.
