The prospective structural reforms in Finland were due to dramatically reshape the municipal level. Cursor Oy, Kotka-Hamina Regional Development Company, appointed MDI to carry out a future-oriented study in the region. The main objective of the study was to find out how the region of Kotka-Hamina could secure the important development of vitality and lobbying especially from the point of view of administrative structures. The study was carried out as an intensive process. In the first phase Perlacon Ltd, MDI’s partner in the study, conducted an analysis of Kotka-Hamina municipalities’ financial performance. Building on this, MDI continued by designing and implementing an online survey of the municipalities in the region, while, in addition, interviewing the most central city officials and organising workshops for the regional council. The study was completed at the end of February 2017.
