The objective of the study is to contribute to filling existing knowledge gaps and to advance our understanding of the situation in all Member States for each of the six essential services listed in Principle 20 of the European Pillar of Social Rights (EPSR): water, sanitation, energy, transport, financial services and digital communications. The study combines central desk research and data analysis with country-level reports to identify the size and characteristics of the population that cannot access these essential services in the EU Member States, the barriers they face, and the policy measures implemented at the country level aiming at supporting the access of vulnerable populations to these services. The insights from the country reports will be synthesised in a collected report, discussing barriers, drivers to access, policy measures and best practices across the European Union.
